A consumptive use permit application for a new project was submitted to St. Johns River Water Management District (SJRWMD). The application included an evaluation of the proposed project specific withdrawals using the existing SJRWMD East Central Florida regional MODFLOW model. To address regulatory concerns that the regional model is too coarse to predict impacts of the project, a refined, local scale model was created from the regional model using the telescopic mesh refinement (TMR) procedure. The refined model was then used to evaluate the effects of the proposed pumping on surface water levels and existing groundwater users.
